Brooks and Hwong, cognizant of the tax-cut focus of the federal Conservative Party in Canada, attempt to determine whether countries with high taxes are more successful in achieving social objectives than low-tax countries.

In this paper Julie Soloway examines the importance of foreign direct investment, both inward and outward, for Canada, particularly in terms of Canada’s relationship with the United States. She argues, however, that the parties to NAFTA did not contemplate the degree of social and economic integration that would occur between the member countries when NAFTA was signed, and thus NAFTA’s failure to address the challenges of these conditions was built into its institutions.

NAFTA’s agenda, according to Scott, Salas, Campbell, and Faux, was to promote an integrated continental economy and the rules to govern it. As such, it was focused upon the business elite, “excluding the ordinary people in all three societies.”
