A Canada Strong and Free

Public Policy Paper by Mike Harris, Preston Manning

In this policy paper, former Ontario Premier Mike Harris and former Reform Party leader Preston Manning argue that Canada is a country of great promise and opportunity. However, they contend Canada is being held back by an absence of national vision and ill-advised public policies. The authors developed a Vision Statement, which was subsequently provided to Fraser Institute policy analysts to draft public policy proposals that, if implemented, would make this vision a reality.

This document is part I of a series of publications. In it Harris and Manning present their Vision for a New Canada. They explore ways to unleash Canadian ingenuity by expanding freedom of choice, by challenging Canadians to assume greater responsibility for the exercise of freedom, and by deepening the country’s practice of democracy. This document also contains important poll results regarding Canadian attitudes toward freedom and responsibility. Policy options embodying these values are also included. Particular focus is given to health care, due to its immediate importance to Canadians.
