A National Security Framework for Canada

This article by W.D. Macnamara and Ann Fitz-Gerald examines Canada’s strategy regarding national security and what, in the authors view, is a lack of any framework to link this strategy with defence policy. The authors explore Canada’s core values and national interest vis-à-vis the tools and instruments to preserve them, which includes the military. By comparing Canada to the United States and Great Britain, the authors are able to consider Canada’s lack of a national security framework with the “analytical rigour and the consistent and coherent mechanisms that support long-term strategic thinking in those countries.” Macnamara and Fitz-Gerald then propose a framework for Canada that speaks the same language as its allies (the US and Great Britain), thus permitting the “comparison of conclusions, needs and capabilities to the better benefit of sound decisions affecting Canada’s security interests in the broadest sense.”
