Annual Survey of Mining Companies 2003/2004

This report by Liv Friedricksen is one of the annual surveys of metal, mining, and exploration companies, published by the Fraser Institute since 1997. The purpose of these reports: to assess how mineral endowments and public policy factors such as taxation and regulation affect exploration investment. The results of the survey are based on the opinions of exploration managers worldwide.

As Friedricksen suggests, a region’s policy climate takes on increased importance when it attracts mining investment; exploration companies are concerned with much more than just geologic and economic evaluations. Friedricksen argues that governments must know how attractive their policies are, from the perspective of exploration managers; accordingly, this report uses the “Policy Potential Index” to assess the attractiveness of each region. Friedricksen ranks each jurisdiction according to its attractiveness, placing Chile at the top of the list.

Friedricksen also analyzes the “Best Practices Mineral Index” and the “Current Mineral Potential Index” of each region. As well, she rates each jurisdiction in terms of its room for improvement. She draws some general conclusions, one being that those jurisdictions with the greatest room for improvement are found in developing countries. Another conclusion she draws: the worst performers are from the developed world.
