Annual Survey of Mining Companies 2004/2005

This report by Fred McMahon is one in an annual survey of metal mining and exploration companies which have been published by the Fraser Institute since 1997. The purpose of these reports: to assess how mineral endowments and public policy factors (such as taxation and regulation) affect exploration investment. Results of the survey are based on the opinions of exploration managers around the world.

McMahon suggests the policies adopted by a given region (which constitute its policy climate) have taken on increased importance in attracting and winning mining investment; exploration companies are concerned with much more than simply geologic and economic evaluations. McMahon argues that governments must understand this; accordingly, he uses the “Policy Potential Index” to assess the attractiveness of each region, ranking each jurisdiction according to its attractiveness. This is the fifth year in a row that Nevada is rated as having the best mineral policies.

McMahon also analyzes each region against the “Best Practices Mineral Index” and the “Current Mineral Potential Index.” As well, he rates each jurisdiction vis-à-vis its potential for improvement. He draws some general conclusions, among them: that those jurisdictions which have the greatest room for improvements are developing countries, and that the worst performers are in the developed world.
