Assessment of Canada Revenue Agency Relationship with Provinces and Territories: External Perspectives
Summary Report by Nicole Murphy, David BrownThis report summarizes a study conducted by the Public Policy Forum on behalf of the Canada Revenue Agency in 2004. The Public Policy Forum explored the current state, related issues, and future prospects of the Canada Revenue Agency’s relationship with the twelve jurisdictions on whose behalf it collects tax revenues and administers tax expenditure programs.
This analysis is based primarily on interviews with senior officials in the thirteen provincial and territorial governments; additional information was gathered from consultations with independent commentators. Nicole Murphy and David Brown report that the provinces and territories are satisfied with the Canada Revenue Agency’s sustained response to areas vis-à-vis provincial and territorial concerns.
Murphy and Brown conclude that improving service and reducing costs to taxpayers is the best focus for future directions in the relationship between the Canada Revenue Agency and its partners. Based on their consultations with government officials, they present many recommendations, but conclude that significantly enhancing services the Canada Revenue Agency provides to the provinces and territories require political leadership and continuous improvements to address existing challenges.
