Assured Income for the Severely Handicapped Public Policy Initiative

In 2003, the Calgary AISH Public Policy Roundtable was established to undertake a public policy initiative aimed at helping the non-profit sector improve its working relationship with the federal government. One year later, the provincial government announced it planned to review the Assured Income for the Severely Handicapped (AISH) program. Anne Makhoul describes the history of AISH in Alberta, including the growing number of participants and its rising costs. Some AISH recipients indicated the program is not responsive to their needs.

Makhoul outlines five principles devised by the Roundtable: 1) provide sufficient income so recipient can both meet basic needs and enjoy a lifestyle comparable to Albertans without disabilities; 2) help ensure people with permanent disabilities live with dignity; 3) support people with permanent disabilities in their efforts to achieve financial independence; 4) provide financial assistance that is tailored to their specific needs; and 5) work seamlessly with other programs. The author outlines modifications the Alberta government made to the AISH program. She also describes the continued progress made by the Roundtable and the role of Vibrant Communities Calgary. Vibrant Communities is a pan-Canadian initiative that seeks local solutions to reduce poverty and build more caring communities.
