Bamfield, BC: Wonderful Things Can Happen at the End of the Road

Human Resources Development Canada (HRDC) created the Office of Learning Technologies (OLT) in 1996 to encourage innovative, technology-based learning. Anne Makhoul describes the particular economic circumstances of Bamfield, BC, a small community on the coast of Vancouver Island. During its history Bamfield has endured economic hardship ranging from telegraph facility closures, fishing bans on abalone, and the impact of the actions of a businessman who acquired substantial properties and businesses in the community but was later arrested.

Makhoul outlines Bamfield’s successful application to OLT. It was based on three community goals: 1) to contribute to Bamfield’s growth and sustainability and to build a network of like-minded communities along Vancouver Island’s central coast; 2) to develop entrepreneurial activity that would support the area’s economic and social health; and 3) to contribute to the health and sustainability of settlements on the west coast of Vancouver Island by building on existing community capacity. The author explains that the first and third goals entail building a West Coast Learning Network. Makhoul elaborates on the development of the network and also highlights Bamfield’s successes.
