Banking in North America

Working Paper by Sergio Luna

This brief report serves as the introduction to Mapping the New North American Reality, a series of brief articles written by Canadian, American, and Mexican policy experts exploring the nature of North American economic integration. The purpose of this collection is to advance understanding in a way that would transcend debates centred on traditional concepts of national sovereignty and trade policy. The contributors to this collection include experts from different sectors and fields, and from governments, universities, and NGOs.

In this paper Sergio Luna argues that a better understanding of the “Banking Industry Effect” is needed when discussing financial services integration in North America, and how it differs from the effects of Regional Integration of Financial Services (RIFS). Luna suggests that we should ask ourselves whether it is worth pursuing the Regional Integration of Financial Services, a question he proceeds to answer. Luna further suggests that the service sector be factored into the equation, as the leading force in economic performance in North America.
