Beyond Our Borders: Western Canadian Exports in the Global Market, by Robert Roach, of the Canada West Foundation, examines the role of international exports and foreign demand in Western Canada’s economy. Roach argues the growing importance of international exports in Western Canada since the early 1980s marks a “fundamental shift” in the economy of the region. Exploring both the reasons for, and the implications of, this shift, Roach contends that public policy must recognize the importance of foreign markets or risk losing them. To this end, he proposes a series of policy recommendations that include: 1) maintaining and improving the freight transportation system; 2) continuing economic diversification; 3) expanding the West’s human capital; 4) establishing better economic and policy coordination; and, 5) ensuring that trade relations with the US remain positive. Roach concludes by recognizing the importance of Western Canada’s links with the US, but stresses the region must also draw on opportunities for trade with the rest of the world.
