Caring for Canadians in a Canada Strong and Free

Public Policy Paper by Mike Harris, Preston Manning

Former Ontario Premier Mike Harris and former Reform Party leader Preston Manning discuss the “vision deficit” and “policy deficit” they consider to be evident in Canadian politics, particularly at the federal level. This document is the second installment of the authors’ Canada Strong and Free series. They focus on the first component of their national vision; namely, enabling Canadians to achieve the highest quality of life in the world. With reference to quality of life, Harris and Manning focus on how principles of freedom of choice, acceptance of personal responsibility, and rebalanced federalism can dramatically improve the provision of education, welfare, health care, and child care in Canada.

Harris and Manning articulate public policies and recommendations they believe will dramatically improve Canada’s approach to K-12 education, welfare, health care, and child care. They address how to structure federal/provincial health care relations in light of the Supreme Court’s Chaoulli decision, which declared that Canadians are entitled to private health insurance. The authors also advise how to alleviate growing federal/provincial tensions in other social services that undermine national unity. They identify three principles: 1) federal respect for provincial jurisdiction; 2) that services be provided wherever possible by levels of government and delivery organizations closest to those they serve; and 3) the maximization of freedom of choice for service recipients and acceptance of greater responsibility for choices and personal well-being.
