Course Correction: Advice on Canada’s Future Foreign Policy

This report was submitted to the Department of Foreign Affairs and International Trade (as it existed at the time of this paper’s writing); it is centred on discussions stemming from the Consultative Forum on Canada’s Role in the World, held in April 2003. The forum was organized by the Conference Board of Canada, and included participants from Canada’s business community. The main argument of this submission is simply that the prosperity pillar remains critical to Canada’s foreign policy.

Five main foreign policy concerns surfaced during Forum discussions: 1) for Canada’s trade and foreign policies to be better integrated; 2) for regulations and subsidies issues to be handled more effectively; 3) for commonality to be established among, and within, government tiers regarding Canada’s foreign presence; 4) for Canada’s consular representation to be aligned with its trade practice; and, 5) for discussions to be initiated with the United States concerning a North American strategy.

Forum participants also raised questions about foreign policy in general. Issues discussed ranged from balancing Canada’s independence with reliance on the US, to how far Canada can proceed down the road to integration without compromising its policies and independence. The paper concludes with an outline for the development of a new foreign policy framework for Canada.
