Divided and Distracted: Regionalism as Obstacle to Reducing Poverty and Inequality

Armine Yalnizyan authors this yearly report from Social Watch, a civil society research and monitoring initiative developed to examine the work of governments in eradicating poverty and reducing inequality. (The Canadian branch of Social Watch is housed within the Canadian Centre for Policy Alternatives.) Yalnizyan explains that little progress has been made since the federal government made a commitment to eradicate poverty and enhance women’s equality in 1995, in Beijing and then Copenhagen. Yalnizyan seeks to examine why there has been little progress (and even retreat on some fronts) in the Government of Canada’s efforts to meet these commitments.

Yalnizyan describes five primary factors she believes have contributed to growing inequality in Canada: 1) the shrinking size of federal spending as a share of the national economy; 2) Canada’s struggle to meet its equality goals due to an overemphasis on economic growth through competitive tax rates and increased privatization; 3) the federal government’s intent on using tax policy to achieve its social goals; 4) concerns regarding the federal government’s “inadequate” commitment to developing nations; and, 5) her belief that Canada is lacking a national sense of purpose.
