Getting the Balance Right: Saskatchewan Alternative Budget, 2006-07

This alternative Saskatchewan budget, presented by the Canadian Centre for Policy Alternatives, focuses on three areas that the Centre considers undervalued: economic security, health services, and education. The authors outline opportunities to provide greater equity across economic levels in terms of both financial wherewithal and the required social support. These opportunities include higher resource taxes and tax credits for those in a transition period between social assistance and independence. According to the authors, health servicesneed to be strengthened with greater accessibility and public administration in order to ensure healthy and sustainable communities. This involves focusing in on the root causes of poor health, including the conditions and environment in which people function. Education is also considered an imperative, and is a lifelong process with attention needed from the earliest years through to post-secondary studies. As such, more money is needed to develop early childhood learning and grade school, coupled with the lowering of tuition fees (by 50 percent over five years) for university.

The alternative budget was developed through the Citizens’ Budget Commission, which allows citizens, non-governmental organizations and other groups the opportunity to contribute to budgetary priorities.
