Government and Communities: Strengthening Neighbourhoods Together

This paper discusses the lessons learned during the Action for Neighbourhood Change (ANC) project. According to Cheryl Gorman, the project was able to broadly share information on substantive policies, the “systems of support” approach to strengthening neighbourhoods, and relationship-building. However, progress was limited vis-à-vis consolidating administrative processes and problem-solving.

The author identifies and elaborates on important lessons learned in the ANC project. Most importantly, Gorman notes, neighbourhood residents must lead the process, many stakeholders are required to facilitate change, government structures and resources are needed, and collaboration is also instrumental.

Gorman further points out that policy dialogue is a relatively new technique for building a shared vision and operational frameworks between governments and communities. ANC created a policy dialogue to explore the neighbourhood-strengthening process across the continuum of collaboration. According to the author, ANC has made significant progress in sharing policy information and setting common policy directions for neighbourhood renewal. Gorman concludes by pointing out that continued discussion between governments and communities is necessary to achieve effective policy dialogue.
