Let's Not Go Ballistic: The case against Canadian participation in the U.S. missile defence system

Bill Robinson’s report comes at a time when the Canadian government must decide whether or not to participate in the US Ballistic Missile Defence (BMD) System. Robinson argues that, while Prime Minister Martin has raised several issues concerning Canada’s involvement, he has failed to address many others.

Robinson identifies six key issues the federal government and the Canadian public must address before any decision is made: 1) Canada’s decision-making role in missile defence; 2) the contribution of missile defence to Canada’s needs; 3) the overall effect on Canadian and global security; 4) the relationship of BMD to the weaponization of space; 5) whether the costs are compatible with Canadian priorities; and, 6) the need for full and informed public and Parliamentary participation.

In the author’s opinion, Canadians deserve satisfactory answers to all of these concerns. Failure to provide satisfactory answers for any one of them is reason enough to reject participation. He points out that, at the time this paper was published, the proponents of participation in BMD within the Canadian government had failed to provide such answers. Robinson concludes this is because there simply aren’t any convincing pro-missile defence arguments.
