Renewing the Relationship: Canada and the United States in the 21st Century
Briefing by Charles Barrett, Hugh WilliamsIn this brief report, Barrett and Williams argue that it is critical for Canada to be clear on the future direction of our most important internal relationship: that with the United States. They contend that decisions made over the months and years following the terrorist attacks of September 11, 2001 will define the relationship for years to come. Further, they argue that with the United States focusing on global security concerns, Canada must take the first steps in defining a future Canada-US relationship.
Barrett and Williams identify a number of strategies that would renew the relationship. Among them: taking a step-by-step pragmatic approach; expanding on successful initiatives already in place; harmonizing rules, standards and regulations whenever possible; working towards the free flow of persons across the border; encouraging security cooperation; working towards a common external tariff; and, identifying mutual interests in international trade negotiations.
