Sailing in Concert: The Politics and Strategy of Canada-US Naval Interoperability

Research Report by Joel Sokolsky

This article by Joel Sokolsky examines the concept of interoperability but with a specific focus on the role of the Canadian Navy. Sokolsky points out that, relative to its counterparts in the Canadian Forces, “the Navy has gone furthest in seeking interoperability with the armed forces of the United States.” Sokolsky sets this in historical context, detailing the evolution of the role of maritime forces from the Cold War, through the “new peacekeeping” of the 1990s, to the post-2001 context of ‘homeland’ security. Though recent developments have certainly been important, Sokolsky contends the response to the 21st century terrorist threat has actually been traditional, and, in this context, “so too are the questions that can be raised about the strategy and politics of interoperability in the post-Cold War era,” including concerns regarding national sovereignty.
