Tighter Border Security and its Effect on Canadian Exports

As Michael Burt explains, it was not surprising that the United States increased security at border crossings in the aftermath of the 9/11 terrorist attacks. This increase in security produced many concerns in Canada about disruptions to trade in the form of increased costs and time delays. In this report, Michael Burt uses statistical analysis to determine whether or not the increased security at the border has in fact had a lasting effect on Canadian exports to the United States. By analyzing different variables such as net exports, exports by port and exports by commodity, the author finds that generally increased security has not had a detrimental effect on Canadian exports.

Burt suggests that downturns in specific markets, such as the ‘techno bust’ in the early part of the decade, have been more hurtful to Canadian exports than compliance costs or border delays. Furthermore, while Burt concludes that security delays have hurt trade at specific ports of entry, overall, security is not a deterrent to trade. Finally, the author notes that this report differs substantially from other research on the same topic and explains that methodological differences in the choice of variables and time frame for analysis are most likely to explain the different results.
