Working for Working Parents: The Evolution of Maternity and Parental Benefits in Canada
Research Report by Shelley PhippsShelley Phipps examines maternity and parental benefit programs that have developed over the past decade and “what changes might still be necessary.” Her historical analysis considers changes in coverage (from covering only biological mothers to covering adoptive parents, and biological fathers), duration of benefits and other important factors. To illustrate the changes that have occurred over time, and the variance in program output depending by location (relevant as Quebec has its own program), Phipps draws a portrait of eight fictitious new parents in different periods and locations. Overall, she finds that maternity and parental benefits programs have improved considerably over time, and that, in some specific situations, the Quebec program “offers a better deal.” She concludes by outlining several weaknesses that remain in the programs across the board, notably issues surrounding accessibility.
