Kumanan Wilson and Harvey Lazar drafted this paper in the wake of the SARS (Severe Acute Respiratory Syndrome) outbreak in 2003, at a time when concerns over a potential avian flu outbreak loomed large. The authors suggest the handling of the SARS crisis, from a federal government perspective, revealed flaws in the Government of Canada’s response to public health emergencies.
